Front sway bar

The connection point on the front sway on a b13, the vertical bolt that goes through the control arm. Has busing on top and bottom. Is this supposed to be a snug locked fit? Looks like mine has space between the bushings and the control arm.

nvm found the FSM link again. Supposed to be tightened until the busing just meets the diamater of the spacer ...

but there will remain some space in between. and they wont get close enough to attach on one another
