I can't get the wheels to spin on my full bolt on DE either and I have 16" heavy-Konigs. The VE with 15" rota slip streams though, forget it. 1st gear is useless unless I'm careful

Hmm stock b14 wheels. Are the tires really sticky? Do you remember what brand they are? Just like all other things, you get what you pay for.
I've done about 6 cam installs in SR20 motors. This includes JWT S3's, JWT S4's (three times) '91 intake cam, JWT C2 cams, and Tomei Poncams.
If I remember correctly, it did take a good 150-200 miles of regular driving after the install for them to "kick in" - if that's the proper terminology.
I remember driving my very first '91 SE-R with the JWT S3 cams, and being sort of like "well, where's the power?" But they were brand new and I had to let them break in, I guess. I babied the car for about a week, then later that night I took off from a redlight and I could tell something was different, they kicked ass. The ECU def adjusted something. I still think the JWT S3/S4 cams are the best SR20 cams in the world.
Oh and don't forget JWT makes a specifically programmed ECU just for the SR20 with the S3/S4 cams. It tends to increase the ignition timing over certain areas of the powerband for an additional HP gain. If you don't have the JWT ECU you should look into it. Plus it gets rid of the lame lower rev limiter.
