Have you tries supplying 12v to that injector by itself?The click should be quite audible wit the car off.
BTW if old rings were used and no hone, give it a few thousand miles off easy and then slightly loaded throttle. The engine will tighten up. I did this on my old VE/DE worked out fine. I dropped a VE head on a DE block, I had to swap out the pistons because the DE was a 10:1. I dropped in a set of regular VE pistons with the old rings, slapped them in with no hone. About a thousand miles later the motor was tighter and picked up some power. Just give it some time.
