The cam rotates clockwise, so that 'chip' never even touches the dizzy drive or anything else. Someone probably dropped it out of the packet before they were even installed to do that kind of damage.
If it was a chip out of the middle of the cam, it might be more worrying, but out of the end of the cam, and not out of the cam gear end. i'd have no issues running it. It bears absolutely no load. The only reason to not run it is if the chip messed with the overall shape of the cutout for the dizzy drive (i.e both sides were chipped and made it a big \_/ shape.
EDIT, wait the first photo, is that of the bottom, and the second photo is of the top? if the chip is really wide on one side (which it kind of looks like in the photo), then that might cause an issue, but in all honesty, if one side is still ok, its not like the dizzy drive can fall sideways and get caught up.
