A 3 way cat may work alot better than the factory piece.

All depends on how they check your emissions ... we had an 11:1 S4 engine that would pass no problem ... In an B14 OBD2 here in Oregon they just scan the computer on OBD2 cars .... Now if they are sniffing it , you may have an issue with the cams ... All depends on how well the cat is working etc ...

Emissions tests here suck shit since they are based on when the car was registered and not the model of the car...
My 92 SE-R was registered for me 5 years ago, since it was imported from the US 5 years ago, so that means that it has to pass with the same emissions as a brand new 2011 car...
They put a test probe on your muffler and take to tests one at iddle and another one at 3000K RPM

My b14 used to pass back when I was DE with my S4's. LOwer the timing, fill it up with 93octane, run the car hard right before to get the cat hot, lower fuel pressure a bit if you have the means, and try to have them do it with the heater on.

Also, you CAN fail by retarding the timing too much so be careful.

I had a buddy that welded three cats in a row and bolted the pipe on before he would go to get the test done also in his turbo b13, worked great.
