HLs have been around for a while. Not too many peeps knew they existed but the specs for these cams have been out for years. I remember hearing about them as early as '02-03.

Yes, you are totally right. They have been around for a while

I still don't get the reason why would a C1 cam requires JWT springs compare to a S4 HL? Just look at the specs:

Jim Wolf cams
S3 cams-.442" LIFT / 260 DEG.DUR.
S3HL cams -.457" LIFT / 260 DEG.DUR.
S4 cams- .464" LIFT / 266 DEG.DUR.

These 3 are still below the C series cams

C1 cams- .476" LIFT / 264 DEG. DUR. Requires JWT SPRINGS

S4HL cams -.484" LIFT / 266 DEG. DUR.

C2 cams- .500" LIFT / 275DEG.DUR. Requires JWT SPRINGS

S5 cams- .503" LIFT / 281 DEG. DUR.

C3 cams- .526" LIFT / 285 DEG.DUR. Requires JWT SPRINGS

Does anyone know why C cams requires springs and why the HL don't?

You'll probably find the C1's have steeper ramps and hold peak lift for a longer duration.

Why do BC stage 2 cams not require springs and retainers but JWT C1 call for springs and retainers?

This is indeed the correct answer. As for the bc stuff, I have no idea. If I had to make a guess it would have to do with the ramps as well
