that's only true in a 4-2-1. engines that fire 1-3-4-2 in a 4-2-1 style will pair 1 with 4 and 3 with 2.
i'm not totally sure, but a true dual like this you'd be able to incorporate cylinder pairing like a 4-2-1, with the high end flow characteristics of a 4-1
