Why would that do nothing? If the intake is piping through which the air can easily flow and the air filter is the restriction point, why wouldn't two work better? You have less of a bottle neck splitting the single flow through two filters than you would cramming all of the air through 1.
Likewise, if all you had access to were really restrictive mufflers, it would be better to split the flow through two of them (even from a single pipe). I've seen high powered cars with split headers feeding into one tube, then splitting for the dual cats, then rejoining, then re-splitting for dual mufflers. The restrictive points are the cat and muffler, as long as the tubing is mandrel bent and big enough, so putting half the flow through them makes it much less restrictive. Are our cars powerful enough to require such a system? Well, certainly not mine.
