I was on a serious budget, too, and wanted a DOT legal "street" tire..
I went with Kuhmo XS 205/50-15 from discount tire direct. Its a 200 treadwear and pretty sticky. Its actually a "extreme performane summer tire"
I am a track noob, but based on input from guys here and reviews,it seems like a good choice for the money.

The new BFG Rival is a little more, and I would have bought those if I had the extra money, but maybe next time..

The Falken Azenis RT615K is a little cheaper than the Kuhmo but it seems to be prone to getting greasy when they get hot,so thats why I decided to go with the XS iinstead.Supposedly it handles the heat better...but again,I am nmot an expert,so take it for what it is.

They wont last that long, but Federal 595 RS-R have a nice grip for ~100 each

Honestly, I would be looking at the ~$65 range of "ultra high" or "max" performance tires in 205/50/15 on Tirerack or similar. Probably the Dunlop Direzza DZ101. First track day I think you'll be best to use a "normal" tire that will also work for you in the coming year(s) as a street tire.

Unless you're okay with buying tires again next year, then go ahead and get one of the $100-$150 auto-x/hill-climb tires everyone's been buying these days. One thing on that though, stay away from the Hankoook Ventus RS-3. They get rock hard after 3-5 months. If you don't wear through them in that time they will be worthless.
