You are right, the PA inspection stuff is RIDICULOUS. I am at the point where I'm considering never modifying another OBDII car again, as long as I live in PA. I understand having to make sure people's car have working brakes, tread on their tires, but I failed because they said the brake lines weren't properly "attached" to the struts and my battery tie down was loose. It's all a big scam, and it will never change because the auto repair shops are in on it because they make more money. They will fail you because your windshield wipers "streak" in a spot or two, then charge you FIFTY DOLLARS to "install" a pair of new wipers that cost $6 each at walmart. And its not like they come out to the waiting room, or call you first, and say "you need new wipers" in which case I' go buy some and put them on myself.
As for your idea, to be honest I don't know if the ECU will rat you out that the airbags have been disconnected when they run the diagnostic.. might want to check with someone on that.
