Steering/ suspension problem.. help!!

Im feeling a weird vibration in the steering wheel.. it feels loose with too much play... also a strange noise as well.. (not a constant noise. like a rattle every sec..

ps.. i have... NEW rims/tires.. inner tie-rods.. any suggestions???
