Help us help you.

What is high? 1 volt? 5 volts? 12 volts?

At key on position? At idle? At full throttle?

How did you measure the voltage?

With key on position, it should be below 1 volt.
At idle 1.3-1.7 volt.

I think you are probing the wrong wires based on the pic.

The fsm shows the outer most orange wire or the left orange wire from your pic is the output wire. It's the one you should probe. Put the red volt meter probe on the left orange wire(your pic) and the black probe on the intake manifold or battery negative.

The orange wire next to the empty wire slot is the 12 volt power wire.

I also notice the wires have been spliced, could be a possible mix up?

If the wires were spliced, then most likely they were crossed.

On the sensor you have:

A- empty space
B- battery +12 volt
C- ground
D- output

Do this, remove the maf plug harness from the sensor, and turn to key on position.
Probe the wires and look for the + 12 volt wire. Once you have found it, now you can line it up with the sensor, +12 volt wire to B pin/terminal on the sensor.

Hmm, I probed my pigtail tonight on a b13 wired for my n62 MAF that I'm trying to single out. Code 12 and 0.01% in diagnostics. N62 is A-F with only B-E in use. I got anywhere from 10.9-18.8. Key was in the on position. Maybe I did something wrong? I actually got reading from the ground which struck me as odd.
