guys this is all very helfpfull information.
it seems there are various ways around this issue.
jaime, if i was going to build a motor, your right a de block would be my easiest bet, mill the head down and run a thicker gasket. plug the head and run an external hard line to the head.
corrie, thanks for that bit of info, ill also have to do some research on exact sizes etc.
rocco and cory, never thought of re-running a mazworx gasket, good idea, with that being said i could possibly just slap this head on my current ve motor. that thought never crossed my mind, i probably wont go that route but its great to have it as the cheapest option.
i think the best route would be to mill the head back down to a true 86mm bore, run a thicker de/det head gasket to compensate, some high comp pistons such as a 12:5:1 cp in 87mm, knife the crank and just slap my head, kelfords, custom intake mani, and 4:1 stepped header on. i dont see any reason that it would be a high 240whp 2.1 liter.
