You're starting with an SE-R so there isn't really a whole lot to it. It's pretty simple for you. Just pull your engine, put in the VE and make a couple of modifications. You really only have to wire a couple things. Almost nothing if you use your stock MAF. It's all simple and straightforward.

Send out your ECU to have it tuned for your setup or get a piggyback system and use that to adjust for your setup.

Get a RPM switch for the cams and follow the link I posted above for the wiring stuff. If you are going to use a different MAF than your stock one then search for Miko's MAF wiring for dummies to wire the new MAF.

I even did a writeup for the VE distributor into the B13 and there is a link in my writeup for the B14. They are both almost the exact same.

You are in Florida. As mentioned, buy your motor from Andreas Miko. That is a no-brainer.

Then even if you do the swap yourself, he will be glad to help you with any questions. And he is a Certified Guru.

In a B14 on the motor u have to change the coolant temp sensor(pull yours off and swap it to the VE), u know u will get a CLEAN motor from Andreas. Like said before SR out and SR in. Just look to upgrade the clutch and find your self an MSD for the activation
