update. the aftermarket crap sockets were not making good contact so I fixed that.
The 3rd brake light turned out to be a bent prong on the clip /plug on the harness so it was not making contact.....
I have never seen a Bosch relay fail unless it is been exposed to too much current. Put a new one in and you should be fine, make sure to use a 30 relay.
