I guess?

Make sure your volt meter isn't running low on battery. Mine reads high when running out.

if its a 99 p11 with a w10 setup, what ecu / harness are you using?

That pin on the ECU should be regulated to +5v only. =(

With all the other things you've got going on, I'd try to find the cause of the failure so it doesn't happen again, if you know what I mean. It might be a freak ECU failure, but it might also be something else that caused it.
