Use the how-to from the Calum section here. Sounds like you're not using the right offset. Try using romraider as well. Don't forget to run it in compatibility mode if you're using anything newer than XP.

Determined it's likely the chips. He literally installed them backwards into the burner and attempted to flash them, and the chips got "really hot". Likely some fried gates. He's ordered new chips already.

If you ran the car with the chips backward on the board you burned the chips period!!
Thats why when you try to verify the chip on the burner they dont verify!!
