I'm a big believer in the phrase "if it ain't broke don't fix it"....my guess is that sound deading material is there to throw off any vibration or "whistling" you might hear around the cowl or wipers at high speeds. Someone at some point during the design and construction of the B13 saw a need for it...I would just leave it....better to not need it later. It would be like trying to find a mint condition rear spare tire cover piece....just won't happen....between you and me, you remember my LX-I...it had certain function and features not found on other cars....it's what made it uniquw....this "material" adds to the mystery and pure original value of the car....

its not supposed to be loosley flying around like that...

the odds are it was glued down & then over the years the glue hardened then broke.

everycar i have ever looked into the cowl has had something similar...but it was always adhered down to the metal

Well, it's all out now, but going back in with a fresh layer of automotive Goop to hold it down. But first I'm going to clean up the entire area (yeah, surprise surprise).
