Options may sell cars, but they also add to the cost of every vehicle because of the assembly line complications and cost of tooling for multiple parts. Less or no options means the cars just get cranked out of the factory like girl scout cookies.
You keep complaining that I want Coil-On-Plug. What's the problem? The 1989 SR20DET had coil-on-plug. If they can have it in 1989 then we can have it in 1991.

A pre-cat is just a cat before another cat. I'd use two cats if I had to. One closer to the head for increased efficiency. No big deal. Nothing special. Nothing "new".
Designing for R134a refrigerant in 1991 means slightly different o-rings and mineral oil. A marginal cost even at the time, and something Nissan is known to do (try to beat regulations by putting in tech early, such as OBDII before it is required).
If I want the steering wheel to be around 10" from my chest (marginally acceptable with an air bag, and completely recommended distance without an air bag) then I need maybe 4" of telescoping. I'm 5' 7". I can't imagine what the taller guys have to put up with.
Time travel is not needed for the lowport head and intake manifold. The GTi-R had a similar head design, and the intake manifold is just a shape I prefer with the TB up high... Maybe all the flow wouldn't be there, but the geometry is more of what I'd be interested in anyway.
That is my defense to the changes you had major issues with, take it or leave it.
