HVAC Controls are not working the vents, is this a common problem? I have had many SE-R's but never had an issue. If I remember correctly, aren't the controls cable operated?

Could have snapped off while in the middle of a position. Like stuck between outside air and recirc air, or between a vent. When air hits it, it'll make noise. Replacing the arms and making sure the cables have enough room to freely move in either direction should fix that up.
It was a tight fit for me but I've got short fingers and wide palms so sucks to mbe me, Good luck
