On voltage? I could see resistance but not sure it would on voltage. Its possible though, worth checking.

If you're using silverstar or silverstar ultra they burn out quick, you get brighter lights but they don't last as long...

I love my multimeter, a good digital one is all you will ever need. You strange shit starts happening when you have too much or too little voltage running through your car.
