Do you have 5V supplied to the TPS when the engine is on?

I connected a multimeter positive probe to C on the wiring connector and negative to my battery terminal and got a little above 5v

Bought new ngk bkr6es gapped to .35...no change.

Run a new wire from the TPS signal to the ECU. It sounds like you have a short some where.
