has your crank pully center separated from the outter rail before?
I thought my alt was bad cause it wasent charging but 3 alternators later I seen the belt would stop and go all jerky but no squeeling so I further inspected the belt. Upon inspection I noticed the belt not spinning but the car was running. I then went ti try and touch the crank and I felt it spinning but only the nut and center of the crank. The outter lip that has the belt groove has a divider seam that separates the outter and inner crank and thats where it broke free from the center.

My question is has anyone ever seen or heard about a crank pully in this condition? Did it damage anything? And can a crank pully be replaced without power tools?

I don't quite understand what you are trying to convey. Can another way of describing it or a picture be presented to help me see what you are talking about, please?

It happens.. first signs can be seen when tryin to set the timing with a light as the marks will be off

Happens when the rubber dries out or from getting oil-soaked from a leaky front crankshaft seal.
Yes,the timing will be all over the place.
Usually you cant drive the car long enough to be as sever as yours sounds.
I use a pully puller, but have gotten them off without it by CAREFULLY prying it little by little, working your way around it.

So he is only talking about the outer pulley separating? Or something else?

happened to me but not as bad...we noticed it when the the timing light would not hit any of the marks. We used chalk to mark the pulley and after running it it was clear that something was wrong.

Happened to me at like 80 mph on the Southern State Parkway... outer ring hit the road and accelerated away from me, scary as hell.
