Well the det has the itb's your ve don't. The cable sits different as well. I have to make a bracket to compensate 2.5" of slack on the throttle cable

throttle cable with spacers I have not tried this on a gtir motor but have done it on a ve, de, and det motors.

even with a det block you can get the down pipe closer to the pan. it you moved the v band up by 3-4" you could get it closer to the upper pan. You are right it would still be slightly below the cross member. the throttle cable can be made to work with the gtir itbs but I do not know whats involved since I have never swapped one in.

you can definitely get that downpipe up tighter to the crossmember. det block and ve/de block fit the same way in the car

for the thottle cable get a piece of aluminum stock and copy the design of the stock throttle cable bracker and can bend it to get the correct angle to take the slack out

You need to remake the down pipe that one sits way to low and you have a lot of room to move it up move the flex behind the engine so you have more room. As for the throttle cable make a piece of flat stock that bolts to the valve cover then bolt your factory one to that.
