Failed CA Smog, hi HC and NO at 15mph

car has 200k miles on it but I swapped in a new RR engine about 5k miles ago...

Has new cap and rotor, brand new plugs(NGK copper), oil has maybe 1k on castrol titanium, plug wires have maybe 10k miles on them (NGK), Idle speed is at 900 (idle screw all the way in plus relearned the idle), regrounded the MAF, ran a wire from the battery ground to the intake manifold grounds, new air filter and new 300zx fuel filter... Whats the deal?

Just checked the cat and its functioning properly... 390F going in and 490F coming out

Any updates have you found anything out? Also whats your ignition timing set at?
