when i hooked up my snap on modis scan tool.. the fans kicked on at exactly 212 degrees. so def. check that temp. sensor.. but at 200 degrees your fans will remain off. your temp gauge doesnt move once your temp hits around 220-230 degrees.

The one wire sensor and the ECU looks at the 2 wire sensor.

I think you should get a scan tool or consult cable and check to see what the car is seeing when it is cold and as it starts to warm up. See if that makes sense, if it does than the single wire sensor could be bad.

Which sensor did you replace the first time?

SR's run hot unless you can cool them down properly. 200* is pretty much where they run at. The heater being up at H is more worry-some than the number 200* because that number would be much higher to cause your heater indicator going up to the H.

Unless there's a ground issue messing with the gauge. That dash gauge is worse than unreliable.

Oh sounds like the gauge cluster yup. Scan Gauge uses ECU readouts which uses a different sensor.

I agree with this. Plug your scan tool back in and see what happens when it says the coolant is at 212 F, I bet the fans kick on. My gauge was all wacky until I regrounded the engine. Then it got nice and steady. Of course, not long later I realized that my fans weren't turning on period and I had to replace the temp sensor, which would appear you've already done.
On a side note, if you saw that the fans were kicking on when you turned the a/c on, why did you drive home with the heater on (I know it helps cool the engine, but you could have...) rather than using the a/c and being nice and cool while the fans did their thing?

If your dash gauge is not grounded properly, then of course it would be unreliable.

But if it is grounded properly and going up to H, that means it has gotten very, very, very hot inside your engine and you should turn it off immediately before you burn it up.

Bad, loose, or incomplete grounding of the ECU will cause issues as well, and that's not always as obvious as a missing ground.

He said that ScanGauge read out 200 *F. So he is fine. I would replace the temp sensor for the gauge cluster first, heck I might even have one around someplace.
