i've used a phillips head screwdriver or a punch to remove the RTV before i bolt it in, but i can never seem to get all of it out, and since you only have 15 mins tops to tighten it up before the RTV cures, it can get tedious to do.
I just use a thread tap. I bought the set from autozone, works for cleaning painted and rusted threads too.
