Turbocharging these days is pretty straight forward not much hidden secrets. Its all in how you pair your parts up and get a good tune. Your GTi-R is a good starting point and in by no means a bad engine choice because its currently already setup factory forced induction so everything is pretty much there as needed. If you have it, id say stick with it. The internals of the GTi-R are going to be by far going to last you longer than a VE does but not saying it wont do its job.

If you are on a budget, go with what you have and build towards it. Nothing says you cant add a VE head to your setup later on.

Thanks for the suggestions. I know that the GTiR is a good engine, but this one in particular has more issues than I care to deal with right now. One of which is that one of the head stud threads is partly stripped. I'm worried that after I do a rebuild, I won't be able to get the head to seat correctly. And speaking of the head, I had the exhaust side worked on when I first bought the motor (to the tune of about $500). The machine shop completely screwed up the clearances, and it needs more work on the intake side. It's just not worth the money at this point to keep it. I'd be better off just getting another one. So... I'm gonna play around with VVL and boost for a while and see what kinda thrill that gives me.

If anyone knows of a P11 tranny with LSD for sale at a bargain, let me know. Otherwise, I'll probably just keep my current non-LSD until it goes and deal with it then. I won't waste the money on a phantom grip. The reviews I read were mixed, but I could use the $300 elsewhere (like a new tial wastegate or wideband).

Seeing as though you already have the basic, why not go from what you have and improve? I see a GTiR block with a stripped head stud, why not look into using 1/2" studs to fix that? Maybe buy a VE head anywhere from $400-$600. This is just the start of your options.

At this point, I just want to try out VVL, but I can't bring myself to get away from boost. Shit's addictive.

BTW, would it be too evil to put a nice "VVL" decal on the back of my car just to fuck with those VTECH guys? The face that goes with thinking "Oh, shit. Is that spool I hear?" is just priceless.

Personally, I think the Garrett turbos are over rated. You can make 400 with a number of configurations. @virginiasfinest is putting together a turbo VE currently with a t2 gt30 turbo which can make great power. Weigh your options on turbos though. Turbo Size Comparison Take a look at this turbo spec comparison. This will give you a good Idea of what is within the range of power you are looking for. ALSO, look at other fuel options. E85 produces a lot of torque.

And I'm definitely going with E85 eventually, but I want to get her running perfectly on 93 first. E85 isn't readily available around here yet.
