With the plugs in it'll turn over with a reasonable amount of effort. Don't expect to do it with a 3/8 ratchet, but a 1/2" breaker bar would definitely get the job done. With the plugs out, it's significantly easier, as the engine doesn't have to compress the air. Having the crank bolt loosen or tighten tells me she's locked up tight. Take 10 minutes to remove the valve cover, I'm curious what's under there. Take a good look down the chain guides.

plugs out the motor should crank over very easily. Oil in cylinders will free a motor up, I've done it on motors that have sat in the good old outdoors for long periods and are locked up. Chain is a definite possibility and a roll start when something is wrong will destroy a motor worse than a starter will...think about it.

My point about the oil is that the engine was turning over a few days ago, I doubt it's rusted tight overnight.

I drained my oil today and started getting ready to pull the motor, haven't taken off the valve cover but the oil came out like water, nothing but gasoline in the oil, it was pretty bad.
