No, it is possible to out-grow that clutch on a T28 if you make over 250 WTQ, which can be done on a T28 turbo with a healthy amount of boost. If you're planning on making over 250 WTQ in the near future you should consider other options.
Might I recommend staying under 250 WTQ though? You can still make good power at those torque levels. I make 303 WHP and 237 WTQ on a T28 at 10.8 psi for example.

The reason I say that is because there aren't many (any?) good choices for daily drivable clutches that can hold more than 250 WTQ on our 225mm clutch setups. All of the available options really are track oriented solutions with rough engagement and poor life expectancy on the street. (Unless you pay out the ass for a twin disc setup designed for the street.)
