Secondly, you're not a big business that can royally fuck over a customer with their horrible return policies. Yes, tons of businesses screw you with their return policy. You're not one of those places, or can't afford to be. You're a single person with little to no establishment here or anywhere else.
Thirdly, the buyer placed his trust in you. He sent you money with the agreement that you would send him the parts he requested. So far, he's acted trustworthy. You, on the other hand, broke that trust by sending incorrect parts. Now the buyer is still trustworthy (until shown otherwise) and you are not to be trusted. Since that is the case, you need to send the fucking money back first. You have to trust the buyer. He's not screwed anyone over (yet) like you have refusing to refund his money on good faith. You have refused to immediately refund his money, and are not to be trusted any more in this transaction. End of story.
And lastly, there are plenty of "stores" that will refund your money immediately upon a mistake, making things right immediately and trusting you to return their item. If they expect the item back, they pay for shipping. Just because you deal with the bottom of the barrel businesses, doesn't mean the rest of us are used to it. I regularly have money refunded on good faith or replacement parts sent out on good faith by good vendors such as Dell, NewEgg, Amazon, etc.
