first off, you come to our forum asking for advice and we tell you it's not worth it, it's not possible, and it's, in th end, pointless. take the advice and go with it.
secondly, who the hell are you to insult the great Shawn B and others on this forum whose suspension knowledge about a b13 chassis is way beyond yours. that just shows you're immature and naive. if you're such a know it all, then why bother posting and asking for advice. you're acting like a teenager who just got told by his parents "no" and resorts to name calling instead of an intellectual response.
third, you obviously have self-image issues as to take online insults to this degree. guys like you were in the 90's when fast and furious came out. you see any ridiculously stupid hooked up cars nowadays? no? why? smart people eventually realized looking fast isn't the same as being fast! i'm pretty sure you know why cars are lowered in the first place. and it wasn't to make it look "slammed" just in case you didn't.
you want a lowered car, we gave you the answers. not happy with it? too bad and don't take it so personal. every once in a while, we get the so-called "enthusiast" asking about lowering their car to get a slammed look. there's limitations to what you can do with any car. and the majority will respond the same way.
Lower the car within proper functionality! In other words, don't slam it!
so why don't you ignore the insults and answer the questions you've been asked. you want a $400-800 budget that will lower your car to get a slammed look? Not going to happen unless you're looking to spend on coilovers. If you're not happy with that, then you're stuck with cutting your springs and draining your struts. There is no suspension that will do what you want in the budget you want unless you do what i just previously stated. Is that so hard for you to comprehend? I'm not a Honda guy, so I don't know if Honda's have that product availability. If they do, congrats to them! All I can say is that b13's definitely don't.
